4月24日下午，北京市十五届人大常委会第二十一次会议表决通过了《北京市文明行为促进条例》，将于2020年6月1日施行。疫情当前，公共场所咳嗽、打喷嚏时应遮掩口鼻，患有流行性感冒等传染性呼吸道疾病时佩戴口罩，不在地铁、轻轨等列车内进食，餐饮服务企业应当配备公筷公勺，有条件的应当推行分餐制，不在公共场所赤膊，这些条款正式写入法规。好习惯均被纳入条例，以法律“硬制度”促进市民文明习惯养成。

　　条例一出，网友感叹，被冠以“北京比基尼”的膀爷们可能要慢慢消失在公众的视线了。所谓“北京比基尼”，是指男性在公共场合撩起上衣，或者干脆不穿上衣光着膀子。“北京比基尼”并非具有强烈的地域特色。实际上，从南到北，不论哪个城市，在盛夏的树底下、菜市场里、街头巷尾中，都能看到这种穿衣方式。

　　Spitting, littering, throwing objects from height, eating on a subway carriage, walking dogs without a leash are among the violations included in a new regulation passed during a session of the Standing Committee of the 15th Beijing Municipal People's Congress to take effect June 1. Righteous and courageous acts are instead encouraged by the new legislation.

　　Teng Shengping, head of the municipal office of the spiritual civilization development commission, said the office will work jointly with relevant departments to set up a record system of civil behaviors, encouraging people to conduct properly.

　　条例规定了正面倡导的九个领域的具体行为规范，包括维护公共场所卫生、排队礼让、光盘行动、绿色出行等。同时，立法工作专班人员对亟需治理的问题进行精准画像，明确了公共卫生、公共场所秩序、交通出行、社区生活、旅游、网络电信等重点治理的六个领域的不文明行为，包括随地吐痰、乱扔垃圾、高空抛物、噪声扰民、电动车楼道充电等。

　　The legislation regulates specific codes of conduct in nine areas where they are actively conducted, including the maintenance of public sanitation, queuing manners, waste avoidance and "finishing the food on your plate" campaign, and green travel. 有网友问及以上条例如何执行呢？

　　为体现“教育在先、惩戒在后”的精神，条例提出建立“社会服务”制度，规定对违反条例的不文明行为当事人，主动消除或减轻违法行为危害后果的，应当从轻或减轻行政处罚。当事人自愿参加社会服务的，可以依法从轻、减轻或者不予行政处罚。社会服务的具体实施办法，由市政府制定。

　　In attempts to embody the spirit of "education before punishment", the regulation put forward the establishment of a "social service" system, stipulating that those who take the initiative to eliminate or mitigate the harmful consequences of illegal acts shall be given a lighter punishment. Specific measures for the implementation or social services shall be formulated by the municipal government.

　　严重不文明行为将与个人信用挂钩

　　有关行政执法部门应当加强对不文明行为的日常检查，任何单位和个人有权对不文明行为进行劝阻、制止，并可向政务服务热线或者有关行政执法部门投诉、举报;对不文明行为采用拍照、录音、录像等形式所做的合法记录，可以提交行政执法部门作为执法参考。

　　The relevant administrative law enforcement departments shall strengthen their routine inspection of detecting uncivilized acts. Any unit or individual shall have the right to stop such uncivilized acts, and may complain to the government service hotline or the relevant administrative law enforcement departments. Legal records of uncivilized acts taken in the form of photographs, sound recordings or video footage may be submitted to administrative law enforcement departments for reference in law enforcement.
